I mean, theoretically it could be possible, but why would they? It encourages pirates to pirate more by punishing them for the games they bought. It'd be bad for steam to ban people for piracy.

The only thing that happens if you try to start a steam game without a cracked steam_api.dll is the game shuts down and opens the store page.

No, this has never happened. People have pirated Steamworks games that connect to their profiles even and nothings ever happened to them. (last game that did this I remember was Empire Total War)
