I think the numbers Steam shows for boost do not properly take into account attacks and/or boost steals or something, or they simply don't take into account whatever their algorithm is doing in the background in order to adjust speed by team size.

Yes, you need to increase your boost cap and then get more boost points (from achievements for instance). Increasing the boost cap only generally works with money, though. You can get like 2000 extra on the cap by doing those tasks and IIRC it increases by 100 per day, but if you want a large increase it's only by paying.

Points are worthless without capacity which requires spending money. You can get $5 off for every $150 you spend
