Half life 3 will never happe, and it's not even as matter of office politicsv or whatever else at this point.
The story has already been published, why would Valve focus on a game that will surprise nobody, where they won't amaze anybody, and that will, no matter what, disappoint everybody?

Even if they changed the story (they wouldn't, too lazy to), there would still be disappointment. They have nothing interesting when it comes to a brand new gameplay mechanic that would make the game feel actually new and fresh.
And no, VR doesn't count, it's clunky, unpractical, expensive and currently absolutely not mastered by Valve.
