The best part IMO was the Cardon Woods sub-gate. It was dark, first introduced those CLANG CLANG CLANG robots, made you think about the whole layout to solve puzzles, and to top it off it didn't have a boss. That would put you on edge, and scare the crap out of you in the next sub-gate.
Because it had a lot of atmosphere
MegaMan Legends 1 is one of the the most underrated games ever. They lost this ominous atmosphere in the second one. The entire underground was connected in 1, but in 2 it wasn’t, like wtf. Plus the character models in 2 always looked worse, Tiesel for example looks skinny and non-threatening. How I wish this series would get justice

Basically this but also the entire place looks uncanny. The wavy graphics undulate as you move, make it looks like a nightmare.
A combination of the music, the textures, and the emotionless deathbots.
But the music is a huge part of it.

I fucking hated how scary this game was. The music, designs of the reverbots to look like skeletons, they litteraly jump scare you. Even Old town scared me shit less with those dogs that would vehemently maul you.

Originally I felt deceived that it wasn't 3D Megaman Classic complete with robot masters and power stealing (especially because the first time I tried it was when it went by the name "Megaman 64"). But it has so much personality, it might actually be my favorite of the bunch.

There was something terrifying to my younger self back in the day with that feeling that you were descending deeper to the bottom of the ocean. Although a lot of it deflated for me with the lack of (threatening) large fish reaverbots. They made up for that with the Saul Kada ruins, though.
reminder that the extreme slowdown was in fact a lag issue and you were supposed to get only a mild low gravity effect

You can derive enjoyment from the former at least. Slow plodding through underwater sections made to pad the game out to be a whole half-hour longer is such a chore.
this is making me miss Legends, light-hearted aboveground shenanigans followed by horror-themed underground that only gets more horrifying as you delve deeper below to find some treasure and horrible secrets like a world-ending robot that you accidently activated
It was atmospheric, but the dungeon is way too large for it to happen every time you submerge.

It was a combination of things. Truly fucked. Rolls voice over the walkie-talkie all distorted and being cut off, the pitch blackness at the end of the hallways, the dreadful mechanical underground wall patterns, the difficulty. It was fucked beyond all measures but that’s also the reason why it’s so memorable.
The desire for a 3rd game still lingers but I've moved on from it since, also it might not be as good although recent MM titles say maybe a new team working on the 3rd wouldn't be so bad if they ever bothered
I still want it, but even MM11 was on the careful side of things budget-wise. I highly doubt Capcom has the amount of zenny shaken out of them that it would cost to do a MML3 well.
they seem to be on a redemption arc what with DMC5 and RE2 remake, compared to what happened years ago
I think there were some good hires and international game projects in the last few years that allowed them to calm down and forget the old Japanese black company blood feud they had going with Inafune. I think their teams have the enthusiasm and skill to make most games they want to well, it's just if they can get the greenlight.

It had to be atmosphere because literally none of the dungeons in 2 are the least bit unnerving besides the room with the missile launcher in the ice dungeon.
Also fuck this game, as a kid was more scary than actual horror games.
