They could have just as easily changed the text to something like, Oh, there's a bunch of downed power lines, it's dangerous, or at the very least put in a new texture so the windows don't have obvious lights. I figure they just didn't care enough to come up with a reasonable explanation for why you couldn't go there at that time. When have you ever not been able to travel because of a black out? It's not even like you can see a bunch of construction workers doing stuff, but that would require effort so of course GF didn't bother doing something like that.
It would have been less insulting if there was no guy there and the game just stopped you and said "THE STORY DOESN'T WANT YOU TO GO HERE YET."
