My favorite thing to do was build small towns and cities, with jeeps driving around and everything. Then I'd release hordes of dinos into the town's and try to contain them

You outfit your guys then you just blob together in a mission and shoot things as they come. It's weaker than a game where BOTH the way you outfit your squad and the way you play the mission matters.

Outfitting your lance is strategy. It's the big picture of your plan that defines the tools you'll have to use. Tactics are the moment-to-moment decisions you make on the ground; who moves where, who targets what and when, etc. Tactics and strategy influence each other, but they are distinct elements. That user is saying that in MW4, outfitting your lance properly is more important than your actual moment-to-moment decisions and a properly outfitted lance can easily brute force any situation with very little tactical skill.

Just don't fall into the Clanmechs meme, they're expensive, ugly and not worth the money unless you enjoy piloting boilers. Any IS ballistic mech will make you a happy man.
