Gothic 2 NotR, with as a close runner up.
It's funny how Vvardenfell was going to be all blighted ashlands in the original design. Once you add back the rest of Morrowind with Tamriel Rebuilt it really stands out how they jammed all those biomes into the island to give it the landscape variety a full game needs. It looks more unnatural when comparing it to the surrounding areas on the mainland. Maybe that's why they fucked up Vvardenfell in the lore so if they did decide to visit the rest of Morrowind they could reimagine the island to fit better.
