He's a secret spawn. you have to read the quest into for the jagras quest, if it says 'we've also gotten reports of another mysterious monster!' in the middle of the info, Narga will spawn either in area 8 or the big rocky hill south of it.

You can get narga by either killing great jagras over and over until the quest text changes, reloading the demo over and over until it changes, or joining someone else's quest after they unlocked it.

My quest should have narga in it, he usually spawns in area 8 or the big rocky hill south of it.

This version of Narga has some of Green's moves and can inflict bleeding like Silverwind, so in this case it seems like the subspecies and variants have just been rolled into the original.

I literally opened the game yesterday and had the modified quest for it. Then every time I want to hunt it I just go for the quest, only instead of finishing it I abandon so it doesn't go away.
The times I actually completed that quest or did another monster I just hunted a few tigrex or mooses and it's there again.
I've never carved a mantle from narga though, This may be the desire sensor's work
