Cosplay-less Cosplay Pikachu actually has that black mark at the end of its tail. No others do.

Pichus entire tail is black however.

Obviously none of pic related unless he was drawn by a 5 years old kid.

I think I've figured this out.

A significant amount of official Pokemon art covered up the end of Pikachu's tail, and so people's brains filled in the end - black like the ears. It makes logical sense after all, and you probably didn't even realize you brain made it up.

Then, when people made Pokemon fanart, they drew the version in their head, or traced the Pikachu with no tail-end showen, and drew the tail themselves. Other people saw the fanart, which reinforced the mistaken idea in their head.

It's like the "Luke, I am your father" - Vader specifically says "No, I am your father" but when people would parody the line, they would add "Luke" to it, so you knew what they were referencing. As a result, more people remember the mistaken parody than the original.
