To be fair some of these characters in that poll only started being requested with Ultimate, the data officially in possession of Nintendo with the ballot dates back to Smash 4. Almost nobody voted Doomguy in the Smash 4 ballot for example, in their perspective it wouldn't be a fan request like Banjo even though he has some noticeable demand now, and would be chosen for different reasons, like improving the Nintendo-Bethesda relation and highlighting Doom 2016 and Doom Eternal. I'm using Doomguy as an example but it can be applied to Crash, to Dante, or even to Erdrick prior to E3.
