I think a lot of it stems from taboo sexual fantasies and the idea of completely dominating someone to the point of having control over whether they live or die.
Doing that sort of thing in a safe environment, i.e. a video game, is fine.
I know women who have really nasty, brutal fantasies about being the victim in those sorts of scenarios. There is a reason serial killers get so many love letters.
