Because unlike other presenters, Todd has a natural charisma that attracts people into believing his lies, rather than taking them with a grain of corporate salt. This breeds discontent and a stern reminder not to believe him, but come his next presentation, no matter how many times you remind yourself, you're seduced right back to it.

Other developers haven't relied for over twenty years on making complete technical messes that, due to some lingering charm or lasting reputation, get fixed by the playerbase.
They also don't completely fail to see that, shaft those that fix their games, and try to go phone and online.

...Which is exactly what the OP is talking about. The game does have 200 "endings", if we're counting different combinations of possible ending slides as endings. Which is exactly what Todd was doing. It was an exaggeration. This same thing applies to most of his lies. They're not really lies, they're exaggerations. Sometimes he does straight up lie though, like in an interview at E3 2011 where he said you could have an effect on the economy in Skyrim by sabotaging a lumbermill or other such things, which were never in the game.

A better question is why does the Todd lies meme even exist when he doesn't really. Most of the examples people cite as proof Todd lies are either not lies at all or something he never even said. The only time they ever really lied was the Radiant AI tech demo was not representative of what was going to be in the game, though the system is capable of what they demonstrated.

He specifically said he was referring to permutations of the ending slides at the time. When the press reported "FALLOUT 3 WILL HAVE 200 ENDINGS!" Bethesda actually issued a press release once again saying this was in reference to the ending slides, not the ending to the main quest, and that it's not even that impressive because previous Fallout games had a much larger number of permutations.

He said the dynamic economy was not going to be in the game before it was released. He said, same as with shit like spears not being in it, they just ran out of development time.

That quote is taking out of context, and seconds later he goes on to claim that he just means that there are a lot of permutations of the slide show ending that has become standard for FO games.

Unironically because they know him. It's harder to get mad at Joe Seacombe, president of EA because you don't know who he is, I don't know who he is, and nobody cares who he is. Angry at EA itself is easy, but there's no face to direct your anger at, and without that human face you have a level of dissociation from the entire process. He said the reason he calls them "endings" is because, at the time, that's what they were. The game was over when you beat the main quest in Fallout 3. He was pointing out the contrast to TES where beating the main quest doesn't mean the game has ended. He was pretty specific about this.

Yes indeed those slideshows are endings, I'm not refuting that. I'm saying that the general public comprehended what he said as "the game will have 200 different routes you can take at the end", which is just unrealistic and anyone who actually thought that's how it would be is retarded. Point being that no, Todd did not lie when he said the game has over 200 endings. It does indeed, they're just not what people expected.

You can't blame Todd for that. The press are the people who really fucked up. Todd was very specific about what he was talking about but the press ran bullshit articles based on incorrect assumptions and most people didn't listen to the interview, they just read the headlines. When Bethesda saw this they issued a press release to further clarify exactly what the endings are and how it compares to previous Fallout games.

The Witcher 3 actually did pull this shit and got away with it. They claimed there was going to be 40 endings to the game when in reality there was 40 permutations of possible outcomes. CDPR never clarified they were talking about permutations, they claimed they were all "unique" endings. Nobody ever gives them shit for this.
