My biggest out there guess would be that you play as both Link AND Zelda - the former trapped in the dark/spirit/whatever-world on a new adventure-quest thing, and the latter in an altered/limited version of Hyrule ported from the first game, and actions taken in one world affect the other.

First look at BotW, we saw Link in his new blue getup - an unfamiliar new design we'd never seen before. That was to telegraph something about the game that would be revealed later, to plant the seeds of a certain idea in peoples' heads - it was to hint at the new armor system, and more generally, that BotW would be a whole new paradigm that threw out old tropes and assumptions about the series, starting with Link's fixed green tunic.
First look at BotW2, we see a trailer with the majority of the focus on Zelda, who has a new appearance is in a role we almost never see her in, adventuring and exploring. I think it's pretty likely that this first look is also designed to plant ideas about incoming changes. That's the REAL reason to think Zelda is going to be playable or have a greatly expanded role - the short hair making clipping less of an issue is just a minor detail that happens to conveniently fit neatly with that idea. People just latch onto it because the trailer was cut to put the seed of the idea into people's minds, and then they searched post-hoc for a seemingly-more-convincing reason to think it than just "the trailer kinda gave me that impression".

Considering she was straight up nuking guardians and was able to at least somewhat restrain Ganon the second she was able to tap into it, being able to throw basic fireballs or little light ball sparks at Level 1(or just starting out) to take out a bokoblin in a few hits seems reasonable.
Same as Link in his prime able to go full musou on shit like lynels and whole hordes of Ganon's forces and the crux of the whole game and the eventual DLC is going through trials to build his strength back up and tap into the Master Sword's true potential.

Now THAT, would be interesting. The whole power down situation just an excuse to have Zelda not flat out nuking everything in this game, should she be playable. Instead having a system more inspired by Smash with her magic. It could even give reason for Link and Zelda to have seperate objectives. Link has to do things to figure out the Hand and what to do about that. While Zelda has to explore ruins and slowly get her powers back from artifacts left by the Goddess and prayer at various points on the overworld. This should immediately draw people back to the Springs, but there are other places of spiritual significance, like the Lord of the Mountain.
If Zelda is playable, I hope her gameplay cycle works with archeological stuff. They should play up the whole Wisdom angle.

The real challenge for a magic-using Zelda will be how to make it more interesting than "it's a bow but instead of an arrow it's an element ball" and "magic spell that would've just been an item in a previous Zelda game"
That seems the likely situation. The Calamity had a schedule, even if it was a long one. It meant that Hyrule could have many more years of peace and then had to deal with a big threat that they could just blast with their advanced tech. Rather then the possibility of Ganon coming back every 2 decades, either in the form of a Gerudo or a Beast and surprising the shit out of everyone.

It's hard to really work around this issue, since it's all based around functions anyway. Funny enough, it goes back to the whole thing about magic and tech just being similar anyway. There is nothing that magic can't do that sufficiently advanced tech can't also do. We even see this with the Slate. That shit isn't magic, it's technology.
So it really doesn't matter if Zelda uses magic on her own, or has the Slate with new runes, both would function the same and would ultimately feel like a supplement for Link's gameplay. You just aren't really going to get around this issue.
The only thing that needs to be done, is just make sure it's at least a fun gameplay cycle and in character for Zelda. Something that fits her niche and not just shoving her into Link's shit as some kind of partner character that casts a spell to support you, or some cumbersome switching mechanic, or even two player mode.

I don't think a pure spellcaster would work. It still needs to feel like a Zelda game, no matter who you play as, and weapon loot needs to matter for both of them as well. I don't want any "I wanna be Player 1!" "No, I wanna be Player 1" arguments if they can be helped.
I'm seeing it much more likely that they'd be equivalent in the broad strokes of gameplay, but distinguished with more minor flourishes. Most weapons are universal, but only Link can use heavy two-handed weapons properly while only Zelda can use magical implements. Link gets the Master Sword as his special weapon, while Zelda gets the Bow of Light. Link Flurry Rushes when he dodges an attack, while Zelda has some kind of magic-based counterattack - I'm picturing a burst of light that stuns nearby enemies, for the same basic gameplay effect of "you get some free hits" but with a magical rather than martial flourish. Hell, give Link a whole array of new sword moves, TP-style, with Zelda tracking down magical combat techniques instead. To my mind, that's the compromise that keeps them both feeling like themselves but the gameplay still feeling like a Zelda game.

He's separated from Zelda at the beginning, and you go through the not-Great-Plaza as Zelda. That kills two birds with one stone - it makes sense that Zelda can adventure because she's literally forced to do so and only reunites with Link once she's picked up some of the basics of taking care of herself, and by the time you can control Link, you've collected several heart containers and some gear and it's less jarring of a transition than it would be if he started out with nothing. Throw in some throwaway "Ganondorf siphoned your power to resurrect!" line after that and you're golden.

Is it normal to absolutely DESPISE the opening segment of the Champion's Ballad quest? The part where you pick up the OHKO sword and die in one hit to everything? It's fucking obnoxious. Especially the shrines that are designed with environmental traps everywhere that wouldn't be a big deal if you had full HP since they would only take a quarter heart at most but turn everything into a fucking minefield. Or that the combat encounters are full of faggots with shock arrows and other huge AOE-causing attacks. FUCK that quest holy shit.
Also fighting Waterblight Ganon with just Mipha's shitty spear and 10 arrows is absolute aids.
Get the Sheikah bow with the long zoom and the flat trajectory, then spam the everloving shit out of those bomb arrows you've been hoarding. That's what I did.

That's true but it's still pretty bad. I honestly think the combat would have been way better with flurry rush was just removed from the game, since late game you just start exploiting it to wreck everything.

late game you shouldn't even be using flurry rush, you should be killing everything with ice greatswords and lynel weapons to do quad damage with every other swing while simultaneously paralyzing your enemies. Flurry is great during the early game when you don't have any cool weapons yet and need a way to get safe damage in, particularly because most enemies in the game have infinite hyper armor while attacking and like hiding behind shields.

Playable Zelda in addition to being able to switch to Link at any time would be the best thing. The only thing I would not want is a big focus on co-op gameplay, like having a 2nd player or AI always run around with you or even required to do certain stuff. You just know the AI is not going to be all that helpful while playing with another person would limit when you can even play.
