Tencent bought a minority share in Epic in 2012. The Epic Store opened in December 2018. Unreal 4 was released under its current licensing model in 2014. The Tencent thing is ancient history at this point.
How is the game's story and mechanics inferior to the pure kino Crimes and Punishments?

To clarify a point, "every other" means "every second". As in, "it rains every other week". Unreal 4 is by the dominant gaming middleware engine. You don't see Japanese devs using Unity.
I'd say it depends entirely on why you thought Devi's Daughter was weaker than Crimes and Punishments.

The game has gotten reviews ranging from 3/10 to 9/10. It's currently best on PC. Needs a patch or two.
I think there's a real "Daddy's Home" atmosphere with Epic currently. Epic are the OG. Valve are some shitty little upstart that came along later, but Epic were always the kings. Valve tried to compete with their shitty engine, but nobody wanted to use it.

It's shit. Open world where every street looks the same. Monsters take 20 bullets to kill. The objectives are vague and you need to run half the city to some police, newspaper, hospital desk to find some clues. Also 10min loading times make death more unforgiving than in souls games.

It is a detective game. The fact it doesn't hold your hand, especially on higher difficulties, is arguably the core appeal.
On PC. It's just loads forever, doesn't even matter what graphic settings you use.

Did some of the DCotE devs work on this game? I feel like I might have read that a while back before this game was even named.
Seeing reviews complain about the so-so combat reminds me that Silent Hill 2 was a critical darling despite combat consisting of mashing the same button over and over until the squishy thing stopped moving.

All you do is pick up shit with indicators, pin evidence on your map, and occasionally go to one of the archives on they city.
I'm playing on Master Sleuth and I haven't had to do any real detective work
Not him but Return of the Obra Dinn is pretty good.
I wouldn't really call it walking sim. This has some RPG elements, exploration, puzzles and action scenes. Walking sims are some trash like Dear Esther where you just walk and there is nothing else.
The skill system in CoT is fairly superficial. Basically changes whether the way in which you solve a number of puzzles. Also, you get locked into the bad ending if you drink alcohol I believe.
The final area is absolute kino.
I'm liking it so far. I'm not far in but was a bit worried in the first 15 minutes or so but my worries were alleviated after playing a bit more.
Here's a minor spoiler as to why if you care (it's DCotE related): There are actually people from innsmouth in this game and I was extremely worried when it seemed early on like they were trying to humanize them as refugees. There are also plenty of scummy murderous ones as well so I guess maybe it's taking a bit of a neutral tone, which I'm ok with.
