Ultimate only managed to have every character because it scaled back on literally every other concept the franchise has (less new stages, less new modes, any new modes heavily reuse assets instead of their own assets). It's almost like when you make a game you can't just throw have it grow infinitely without taking up resources from other parts of the game.
It's almost like they supported this concept in the way no other developer has done anything even remotely similar to for nearly 15 years but eventually there comes a point where the scope is too great.
But okay. Let's just say "lazy" and "they shouldn't do this" without any fucking context or realistic assumption of why they might have made this decision after clearly avoiding it for so long.

The difference is they tried to make something good with Smash Ultimate. The lack of new stages is made up by them updating most of the old stages to look nice. They have also been adding content for free (stage builder, some spirits, video editing) and have actually been trying to balance characters. Sword and Shield visually looks bad, will most likely have terrible balancing, and will have virtually no support after release besides fixes for game ruining bugs.

Being successful does not mean you have infinite resources and development time. GTA V doesn't have every feature from IV either. RDR2 has RDR1s map but does almost nothing with it in terms of missions too. Because accomodating for everything in previous games eventually becomes too much, no matter what your budget is and you have to eventually draw a line.

We've been shown nothing to represent that it took them any effort in implement the pokemon in the game at ALL. If the game didn't look like gen 7 with slightly upscaled resolution (lol switch) no one would be justifiably complaining about cut mons.
Work like what? They pretty much just have to import them. The animations are the same as before. They have access to decent textures. Their move lists and stats are already done beyond small tweaks. Their behavior on the overwold is obviously just set to wander, approach player, and maybe run away. The only real work is programming where they'll appear and even then it was never necessary for them to all appear in the wild. All the other things they've been showing look mediocre at best and doesn't warrant what they've removed.

People probably wouldn't have been upset if these games just looked great. They probably could have gotten away with the reduced number of Pokemon, N64 trees, and the lazy walking animations on the wild Pokemon if the battles were visually exciting at least, if they said and showed they're actually working hard on balance, or making some meaningful change to the game.
