It takes into consideration purchases since the lunar event. You can't get points from games unless you've raised your cap by spending money.

Doing the achievements then using those points as a boost
After the boost you will get your tokens
You have a boost limit capacity, but can be expanded
The number of tokens per day depends on your capacity

you only get 100 points of capacity refreshed each day, and only if you "participated in the race" on the previous day.
so once you claimed those 3000 points, you are down to claiming 100 points each day + whatever capacity you unlocked by buying stuff and whatever else.
