Is there a limit to some cards in magic? Like you can only have 2 moment's of triumph so then you can backfill with tactical advantages for a gimmick?

Certain formats have restrictions, but those are really only for super-busted old cards. Most formats limit to 4 of any specific card.

The limit is 4 on any card that isn’t a basic land usually in a 40 or 60 card deck

Unless you are playing Commander and then you’re limited to 1 of any card that isn’t a basic land, but with a 99 card deck and a single legendary creature that acts as your commander

Tactical Advantage isn't a card from any real set, it's part of the intro thing in MTGA. They technically give you the card and allow you to use it if you want in standard but commons and uncommons have never been the bottleneck in terms of deck building in MTGA anyways.

They DO print strictly better or worse cards but that's typically just to control the power level within standard.
