Well, now Sakurai has wrote himself into a corner. He's made the emphasis almost entirely on characters. If the next game doesn't deliver on that front, most will be disappointed. Best he could do now is keep reusing the engine and porting all the characters, make some necessary tweaks and overhauls, add a few newcomers, and spend the rest of development creating a lot of game modes for those characters.

Also without newcomers this lineup would never sell. It would need at least 10 new characters, mostly from new franchises given your format but at least three empty slots for characters who don't exist yet from big franchises like Pokémon.
