The Soviet Union was pretty different from the United States in that it was composed of a group of countries several of which had been conquered and forced into the union involuntarily. There were a lot of people who just didn't identify as Soviets, and never wanted to be a part of the Union in the first place.

If a laser weapon's ever strong enough to actually be viable, it'll have a kick. Don't know about recoil per se, but the energy required to make a laser beam lethal is immense.
Said energy has to be provided from a power source that must be utilitarian enough for military use. You can't just carry a reactor in a truck and have 50 troopers cabled to it like firemen to a fire engine.
Is the laser's power source electric or chemical? Can you conceive of a reaction strong enough to produce lethal light beams? Can you put it in a magazine or a backpack?

Also photons carry kinetic energy and light makes for viable propulsion provided the vessel is light(heh) enough.
