Well, we don't actually know that for sure. The vision of super hell was seen through the eyes of Sylvanus after she sudoku-dived onto the spires of ICC. All of the spires were made from Saronite, which was the solidified blood of the old god Yogg'Saron. The hellish vision she saw could very well have been a hallucination brought on by the old gods to convince her to make a pact with the Val'kyr, raise more undead and go on her any means necessary quest to gain immortality and not end up in "hell" with Arthas which has culminated in the genocide of Tel'Drasil and ultimately the weakening of N'zoth's prison.

Firstly, almost all the souls in FM were released in the end of the fight with The Litch King, and in the questline when you reforged it into Shadowmoune it's implied to be an entirely different blade.
Actually, they never tell you where Sylvannas is when she "saw" the soul of Arthas, but it's ASSUMED her soul was in the shadowlands (there is no super hell in WoW lore you brainlet), which is the same place we go when we die in game, hence the giant swirling vortex in the sky if you have the PC specs to render it.
It's also SPECULATED Sylvannas could have been manipulated into seeing false visions (the Void is really good at that) since there's no confirmation she wasn't just hallucinating out in the Shadowlands somewhere, just like Jaina was when she got trapped there in Drustvar.
