You pretty much answered your own question, you just don't realise it. Because he hypnotized himself into thinking he was Liquid and Ocelot knew that Liquid would obsessively try to fight Snake, so that meant he had the same obsession as the Liquid person.
If the A.I Patriots thought it was Liquid, they knew Liquid was a retard and not really a threat so they didn't have to assign much resource into stopping a stupid idiot failure who already got his arse kicked by Snake, so they just sent Snake again since that's the logical thing to do. He beat him twice, he'll beat him again. Logical process dictates to dedicate the minimum required resource to a task for efficiency and that's what the A.Is were all about. Remember, it's a war economy, it's all about maximizing profits.
