corgi is first and so it gets 300 winners every race if remember the numbers. So 300 games to spend on 5 million people.
Meanwhile birds and turtles get 200 and 100.

Also, I think you're misunderstanding how the process itself works. My "1/100" is a made up number; it varies from game to game. You're competing against everyone else that's eligible. Having a higher steam level means you have a higher chance than your peers at receiving a given booster. If all your peers level up (as in the EZ xp of this summer event), then you now have a much lower chance because they are each receiving larger pieces of the booster pie.

On top of the above, boosters only drop when someone makes a badge. As less people care to make badges, less boosters are handed out. If no one makes a badge, no one receives a booster.

I like the Catch 22 of it. The higher your team places in a race, the more likely you are to receive the freebie. But in order to place high in the race, you need more people on your team, giving you less chance at the freebie.

First place receives the most freebies but has the most competition for them, giving you the least chance. 2nd place has has the 2nd most freebies, but also has the 2nd most competition for them, giving you less chance. 3rd place has the 3rd most freeibies but also the 3rd most competition. But fourth place doesn't get any freebies at all.

Correct. In an overly simplified example, if only 5 people were eligible for a booster drop and all had the same steam level, there is a 1/5 chance for one of them to receive it. But if 4 people were lvl20 and 1 was lvl70, the lvl70 is twice as likely (+100%) to win the drop over any of his peers (140%-40%=100% more likely).

Later, if the 4 peers catch up and also become lvl70, everyone is back to an even 1/5 chance.

The more money you've spent in steam in total, the higher your claim capacity is. The higher your claim capacity, the more distance you can boost. The more distance you boost, the more tokens you earn. You can still increase your capacity by spending points during the sale.
Basically, the only people who are getting that many tokens are people who already spent thousands of dollars.
I've spent ~300$ on steam and I currently have 5k tokens from doing it properly each day.

What the hell increases boost capacity, anyway? I had 100 boost cap at the 1pm refresh yesterday and got +2000 (to 2100 cap) without buying any games or doing any of the quest objectives like half a day later

There's a cap on how many points you can earn and by extension how many tokens you can earn, since you're supposed to get 1 token for every point you use to boost your team. The only way to increase the limit past 15k for the voucher is if you either spend a bunch of money during the sale or if you had previously spent a bunch of money and started the event with a large enough capacity.
