Basically nothing. I was homeless for a bit and one of the things I learned is that the vast majority of homelessness, at least in the US, was/is transient homelessness. As redundant as the name sounds, it refers to cases that last less than a year before resolving. The ones who stay on the street 9/10 times do it because mentally and emotionally they literally cannot coexist with regular society. You could give them a house, a job, and a stack of cash, and they'd still wind up on the street. While people like that aren't worth caring for in my opinion, I'd still fund some sort of facility to wrangle and "assist" them. I'd view it as a tax to keep garbage out of my sight.

the homeless that you see are part of the small percentage of mentally ill / fucked up people that won't or can't work no matter what.

most homeless you don't even see, because they are families or people who got laid off and are in a bind, and want to get back into the job market. they stay at shelters but they're not begging at the side of the road, they're looking for work.
