Based on Digital Foundrys comments the mini and pro would have the same chips but the mini would be downclocked to match the original switch since it could hit that benchmark without overheating.

I just don't see it happening. Imagine a wii without the wiimote, that'd be like what people speculating the switch mini will be.

That's not the point, the point is that it'd be in direct conflict on the selling point of the console.
Also, a switch with an even smaller screen, and less processing power, without the option to dock/overclock it. There's been no large breakthroughs in the field, I just don't see it happening.
