What assets do you think Game Freak provided? The Gen 1 and 2 models and animations were done by developers from HAL and Nintendo EAD and made for the Pokemon Stadium games, the Gen 3 models/aniatmions (made for Colosseum) were done by Genius Sonority and Creatures (as well as some returning N64 staff), and the new Gen 4 models/animations were also done by them as well.

Game Freak had no staff capable of doing 3D modelling at that level at the time - it wasn't really until Ge 5 when they started bringing on staff from other TPC-related companies (like James Turner) to do 3D animations for them, and they had Creatures do all of the 3D modelling for the Pokemon. They never train their staff anticipating future tech, and have always relied on TPCi-related companies to poach staff from or just to do the work for them.

Years of fans projecting him as a badass edgy 10 year old has finally manifested into the actual game.

Things won't change if people keep buying them and critics keep reviewing them highly. If there's any entertainment industry that suffers the worst from blind brand loyalty the worst, it's video games. Old Republic sits at an 85% on Metacritic, with some of the larger publications giving it 90s and high 80s. That game is fucking trash. Naughty Dog can drop a pile of shit (Also known as The Last of Us: Left Behind) and people will still praise it blindly. Just look at fucking Microsoft in general. They were just about ready to fuck people in the ass and people are still licking their ass because "the 360 was good", despite the Xbone being the worst performing console this gen before the X dropped.

Pokemon won't change unless the company that makes them does. Either gamefreak hires a new development team and the current leaders take a backseat, or another company altogether does the games (only thing that would spur this is a flop, probably won't happen). This is purely due to incompetence and laziness, nothing else.

TPC actually bows to GameFreak. They're just middlemen. Only Nintendo gets to throw its weight around. Creatures too kind of, since they're more like a proxy for Nintendo. Still, I think Nintendo is pretty complacent with GameFreak, the latter makes money with small budgets and the former is fine with that. Nintendo is also fine with GameFreak taking the heat for any fuckups.

While Nintendo is all about polish, they're also notorious for coasting when they can. Still much better than GF though. If Nintendo had been getting the criticism GF received from XY onward, there definitely would have been a change by now.
