You only need 22str/18dex to two hand the BKH. It has pretty poop scaling so leveling it up more than that isn't needed. You can take str to 32 if you want to one hand it.
Looking at the bars he probably only has 30/30 vit and endurance so you could do this at a really early level. Put on Havel's and FAP and you're ready to pwn.
