Iirc Niko was in charge of a traffic smuggling vessel with people owned by bulgarin. The boat went down and bulgarin places the blames and therefore responsibility of paying for the money he would have made from the smuggled people.

I never got this game running properly through 3 different graphics cards and various tested driver versions. While virtually all other games worked fine this only ever worked once on my old GTX 660 graphics card with frame never above ~25 fps bust most often only single digit dps. On any newer graphics card the game would just blackscreen and crash, again while all other games just worked fine. But that's what I get for blindly trusting devs after enjoying the previous title.
