Atlus isn't some huge developer that sells games by the tens of millions, they don't have the backing to pay for everything to be done at once. Chances are that Sega is leaving them to their own devices so they're can only do so much. Playstation exclusivity is provably something Sony pays for. They started to release some of their older games on steam so it's not like they're not looking at the possibility of other platforms.They have plenty of Nintendo exclusives, too.

So? It's not like EOPs have any choice, and there are perfectly valid reasons for delaying localisation. The earlier you localise, the more work has to be re-done if you change parts of the script. If you wait for the game to be final, then localisation is much cheaper.
I had to wait a fucking year to play Animal Crossing back on the GC because of the PAL region. You can wait half a year to play something in English.

In 2019 these studios should start working on the localised script alongside the actual dev and release worldwide to lower marketing costs due to only one release window
Their main audience is overseas so it will get there eventually, but I'd rather see them doing it sooner than later

Oh, you are. These games generally do slightly better in the entire rest of the world than they do in Japan alone. That isn't a main audience, it's comparing 6.7 billion people to 300 million people, and noticing that one group buys more copies.
If the main audience was abroad, you'd see sales figures that are roughly 10 times higher in the west. You don't, because these games do pretty poorly abroad, and given the marketing costs, half the time it isn't even worthwhile to do an international release.

Legalization is just a backdoor mechanism for taxation, which depending on the amount can kill the profit margin. Expect the same for every other thing people want legalized.
