If you've never used a stick before you're probably going to hate it
Using a stick made more sense back then because the games weren't as lenient as they are today. But there are some 1% exceptions where it matters that still exist today, ex. Yuzuriha (unist), I-No (GGXXAC_R+), any fighting game character that requires Holding a button/Stock and releasing it later for an attack, etc. And if you ever dabble with classic fighting games they were literally meant for playing on a fightstick and show no remorse towards Pad/controller players - see Marvel vs Capcom 2.
The other benefits are what you posted in the OP. being able to fully customize your Fightstick to your liking. You can't do the same with a controller unless you pay a ridiculous price.
If you want a good beginner stick, get a Mayflash F300. Compatable with current and last gen consoles, under 60$. Also pretty good for modding once you get more invested.
No. never ever waste money modding a cheap stick. If you're going to do full modding it's best to do it on something that is much better quality. The only thing I'd do to a Mayflash is replace the buttons and joystick.

Every time you look at it you'll remember how much you spent and feel bad for not playing. It's an indicator to you and the community of your dedication to get gud. And they're a lot more fun to play on than a pad.
