Incorrect. It goes down when you boost. You can only get more by spending money in the store at the rate of 1USD to 100 capacity, OR by getting the free 100 capacity per day. But it does go down.

What's not fair is that starting boost capacity seems to be goddamn random, in direct contradiction to what the event page claims. Or maybe there's just part of the formula I'm missing.

It can't just be amount of money ever spent on Steam, because people with hundreds of games started with 100 boost capacity. It seems not to be about money spent recently, either, because people claiming not to have spent any money in years are also claiming to have started with lots of boost capacity.

Do purchases made with Steam gift cards not count?
Does activating keys from bundle sites subtract boost capacity because Steam is butthurt about third-party keys?

If either of these is true then I can understand why I started with 100, but otherwise, I'm lost.

It doesn't matter which team you pick unless you plan on spending enough money to boost at least once a day (impossible unless you started with >14000 capacity and if you boosted more than once at the start of the event), because daily prizes are only available to those that boosted for that 24 hour slot.
Event prizes are available to anyone that boosted at least once for their team and at least third place, but odds of winning that are just as low.

Pick a team animal whose badge you like, don't spend any money, use any tokens you get on the cosmetics you want and move on.
