I actually don't think that a majority of players thinks like this, it's legitimately a case of a vocal minority.
Sexy games still sell very well whenever they're being made and very rarely do you see anyone outside of ResetEra-like extremist circles upset about them, while massive amounts of people are annoyed at things like Tifa's design change, and games like DOA straight up died when they gave up their explicit lewdness.

10 years ago, video games were still considered a niche hobby occupied mostly by teenage boys (much like comic books). Since then, video games have become the new mainstream. AAA games have become the new Hollywood. The content in video games have come under mainstream scrutiny. They can't get away with the same type of marketing practices and content practices anymore. Game producers rely on a greater amount of income to cover the cost of increasingly expensive games. So they seek out an increasingly bigger audience. To gather a bigger audience, they have to include people who find sexual content offensive, and thus cater to them.

Really, it depends on the type of game and who it's marketed towards, but that vital first impression is indeed why games usually have an easily understood, relatively "normal" character up front more often than not, even in big titty games. Asuka from Senran Kagura is a pretty obvious example: Sure, she's a big titty ninja girl. but she's not nearly as revealing as a lot of the cast like Haruka, Katsuragi or Shiki. I'm no expert on this shit, but I'm sure I'm onto at least part of the issue mentioned in OP.
