It's simply because Japan is rich, if China was as rich as Japan they would produce a similar amount of games, and they would probably have a similar style since Japan is culturally part of the sinosphere.
In contrast, most rich countries that aren't Japan are culturally European, so their way of making games is less different.
It would be interesting if MENA, Africa or India weren't poor shitholes, we could have very different things, but now when they start making games they will be influenced by Western and Japanese games and then they won't be as differentiated.

Thanks to Japan saving the entire gaming industry from a crash back in the 80s, they pretty much ruled most of the console generations by how much momentum that gave them. They have more game making companies out of all the countries in the world.
