They will screw up Midgar itself. Midgar is not a very big city. If you look at zoomed out shots of Midgar in FF7 in FMVs and pay attention to the plates you are moving around under, it's not a huge place. Midgar is clearly not a home for millions of people, probably not even 250 thousand.
