I mean realistically if you just happened to be walking outside of Osama Bin Laden's compound when he got nabbed you'd probably be subject to something similar

The civil war is extremely underwhelming and incomplete, like most things in the game, Skyrim really needed another year or two, I think they realize that with Elder Scrolls VI.

What sucks is you can see the stubs in the game of what could have been, but was clearly cut content, like frontlines, and fort attrition in the civil war. It really seemed like they were going to have the stormcloaks and empire act like NPC factions in Mount & Blade and fight back and forth, capturing these points of interest, but then they had to scrap it, and they just filled all the forts with bandits and left you optional quests to capture them that don't do anything.

You're absolutely correct - there was supposed to be a lot more things like Stormcloak vs. Imperial skirmishes, the various forts changing hands, and sieges for more cities than just Whiterun.

I had some mod I can't recall the name of that added more/bigger patrols (not just stormcloak/imperial but also merchants and thalmor etc) that made the civil war feel more like a thing that was actually happening around you.
