Most tabletop games aren't RPGs either. D&D for example is definitely not an RPG, because you are forced into specific races and classes, which limits your character background.

In one game, you play as John who shoots people. You can only choose his skills, otherwise he is predefined. You have full control over what he does throughout the game.

In another game, you can produce a character. You choose their gender, their background, their skills, their appearance. After five minutes of gameplay, your character has their brain surgically removed and implanted into John. The game plays the same as the previous from then on.

Does this mean the first game is not an RPG, since you are pre-defined, but the second game is, since you decided on your character's background?

Wrong. They are both just a number of choices, and in both cases they can hold significant change in the way the game plays out. You are equally locked in. Being able to choose only skills does not necessarily mean it is less of an RPG, it depends on what those skills entail. Being able to choose to customize your character and select a shapeshifting saiyan magical girl that had died fifty times in a past life doesn't make it anymore of an RPG over a game where you play as JC Denton, if in the former the fact that you are a shapeshifting saiyan magical girl does very little to influence how your role plays versus the other possible background choices. Background is ultimately a meaningless thing people focus on for RPGs, when in reality the point of importance is how much decision you have over what you do in your role and the ability to enact a variety of change and decisions that influence how your character plays from then on.

RPG as in Role Playing Game initially meant literally games where you roleplay - roleplaying being improv acting, as you would do in D&D or many other traditional games. The term has then taken on various meanings as games evolved that were inspired by D&D - Roleplaying means you have to be able to make a character (Some RPGs and even D&D campaigns feature totally fixed characters that you have to roleplay) levelling up, turn based combat, statistics, or other things that were in the game portion of D&D that had nothing to do with the roleplaying. RPG as it stands today is essentially meaningless and has no real definition aside from what you want it to mean in your own head

Fun thinks to do with the game:

Step 1: Crank the difficulty up to realistic. This will encourage you to be more thoughtful in your approach and use tactics over brute force. If you still want to use brute force on realistic, master rifles and get the Ballistic Protection augmentation. Get it up to level 4.

Speed Run/High Jump is vastly more useful than Run Silent (which you need to have at level 4 to actually be silent, why the fuck they did that is beyond me, it should have been a one and done augmentation to make it compete with the 2 in 1 Speed Run/High Jump (also bump this one up to level 4 for fast traveling and evading attacks/going berserk but it is extremely useful from the moment you get it.)

If you love fighting, master rifles and keep the sniper rifle, combat shotgun and use the High Explosive rounds in the assault rifle.

Set traps with gas grenades, then shoot the distracted victims in the head. Set trap with LAM's and blow your victims to pieces.

Dragon's Tooth Sword with speed run high jump is fucking brutal for strike and evade attacks. It makes me wish I'd done a pure Low Tech playthrough. (I have a deep love of long range shooting plus gas/lam traps so I usually take rifles to level 3 and get the rest of the shooting skills at least to level 2. The one that lets you use Termoptic Camouflage I take to level 4.)

Most skills won't be useful except in rare situations. Swimming doesn't need to be higher than level 2 and Environmental Resistance is very rarely used plus there are workarounds all over Deus Ex 1, which was one of its best qualities.

You will be fighting with and against bullet firing weapons for most of the game.
