He already explained it. The development team for DLC is far smaller than what it used to be. Plus, I imagine that since they are third party characters, licensing is harder, they have to get agreement from other parties, they have to coordinate with them how the character is designed, so on. Plus, these characters are brand new; developing something like Mewtwo, Roy, and Lucas didn't take as long because they were veterans.
