I've been in TF2 for 30 minutes past 2 weeks and still no way to get points from it

I waited 40 min and my reward was 109 completed, but I actually have over 300 finished achievements.

Depends on the games you have and what minimum effort for you, not everyone has the same quests.
Some asks you to get an achievement in a game, other to just play it, other to do specific things like win a match in specific map on specific mode.

They give you points, which you can reclaim by boosting when your meter capacity is full
