Japanese people aren't creative in terms of characters. Think of all the most complex and well written characters. They are often western characters from CRPGs. Even the greatest films Japan has to offer function on stereotypes and cliches. There has never been a counterculture event in Japan, so unique personalities aren't considered important. Every "rebel" group in Japan has been commodified. Anime is rife with this, amazing unique worldscapes and settings but with the most generic characters to fill them. If the character is any bit interesting, it's usually not human.
Compare to Taiwan or Korean New Wave. Films like Yi Yi, A Brighter Summer Day, Memories of Murder, and Ash is the Purest White. Deep character studies that challenge societal expectations. Korea had its counterculture with the Korean War. Taiwan with its consistent war of independence from China.
