The problem is that SE will always have that burden of advertising the two of them together prior to release to heighten the shock of Aerith's death in-game. They're the two most iconic characters in the game, followed very closely by Tifa and to a lesser extent, Barrett. They're star-crossed lovers that were never meant to be, but the actual game and most of their content has only been teasing and light flirting, on top of actual Cloud and Tifa interactions.
