Range and ease of use wins fights. There's a reason spears and two handed swords replaced short swords, and guns eventually replaced melee weapons. A whip is a long range weapon, yes, but it's also an incredibly technical one. We can assume because the Belmonts have a magic whip they train for it, but in general no, other weapons are better.

a modified whip that's actually usable as a weapon is a flail.

I actually think bullships would be a more practical weapon than long chain flails, its seems easier to control and won't hurt yourself.

It would literally tear CHUNKS of flesh out of a person. There are youtube videos demonstrating how dangerous a chain whip would be.

The flail he uses in smash Bros looks cool but the length of the chain is a problem. Historical flails had shorter chains that acted to go over shields and overall be difficult to defend against, with the entire purpose of the weapon being the heavy weight spike ball at the end.
An actual whip, if it was an effective weapon, wouldn't be used for torture. You don't want to kill people by torturing them, you want them to feel pain and remain alive.

No. I own a few different bullwhips and I can crack the fuck out of em. But practical in a fight? No. Best you are gonna do is scare the piss out of someone by breaking sound barrier in front of their face

No but whips are fucking cool, especially chain whips.

There are three types of whip.

The first whip are stockwhips. Stock whips are specifically designed to make a really loud noise when you crack them. This makes the animals afraid and run away, which you can use to push them in a direction. They have absolutely no tactical function in battle and their designs usually incorporate strange noise making yarn at the end or tassles.

These are the whips you primarily see represented in vidya. This is the whip the Belmont use.It's the whip indiana jones used. It's the whip that you always see them using in slave movies. It's good for none of these purposes however.

The second type of whip doesn't really have a name. or rather there are a lot of different types that all fall under the same general use. The use is self-whipping. It's designed to cause a significant amount of pain in a way that feels like it's not really you doing it. By which I mean, if you stab yourself with a knife its obvious that you have taken a knife and stabbed yourself, but if you use this whip theres a somewhat random nature which allows people to disassociate the cause of the pain from themselves. Anyway, they are meant to be swung up over your shoulder, thus hitting your own back. You would have a hard time cracking these whips, they wouldn't really work for use on other people, but if you could reliably crack them it wouldn't get through even cloth, so you better hope they are naked.

The final type of whip is what i'm going to call the "rod whip" Riding whips fall under this category. They are basically a stick with a dangle at the end, and they are primarily used for slapping animal ass. They usually are a stick of length, then with a little metal or leather sack at the end, which is the "whip" portion of it. As sticks, they are effective at hitting people. If you put a metal whacker at the end you could hit people with the stick and the metal would probably hurt, but it'd be less effective then say... using a hammer.
