Everything outside of the city is boring, empty shit. The only reason to go anywhere outside of the city is when the story makes you.

This pisses me off so much. Why upscale the lower map when you could include everything in and scale it to a point where it would still be big but also have plenty of content?

It's smaller in terms of actual distance, but the GTAV Map is literally the lower half of the San Andreas map but upscaled.
