Because he isn't a video game character. He is an anime character that gets games. Smash is a fight among icons in a brawl that spans video games. Goku fits better when crashing with other anime characters doing fun and dumb shit in their own game or a movie or something.

Shonen Jump(Magazine) is really huge in Japan and Goku is the biggest icon of Jump.
They have their own games but I don't think I've ever seen any Jump's characters in other companies' games as a guest character. It's like wanting Spider man in non marvel games. Also, Japs will go like “What about luffy? what about Kinninkuman or Naruto?” if Goku gets in.

Whenever people talk about characters to cut out they always jump to clones and semi-clones, not to mention Jigglypuff for no reason, without realizing they're hardly the problem. Completely unique and original characters take a lot more effort and time to make. Characters that aren't terribly important historically outside of Smash and/or so criminally underused that there's little point to having them, like Rosalina, Bowser Jr, Robin, or Wii Fit Trainer.
