That pokemon doesn't even flap its wings, first off. Second, a static animation is not the same as programming it to roam around. Third, this student animator doesn't have to try to fit all the animations in the game in an economic manner, he can spend as much space on this animation as he wants and doesn't have to deal with the logistics that a game dev does.
