Because fire is always the do-damage element and doing direct damage is almost always more useful than the utilities that get attached to other elements in most games.
Even the direct damage lightning / ice spells still usually come attached with some kind of slow / freeze / shock / stun effects that sacrifice damage.
Just finished DivOS2 and Lightning is by far the strongest element

Out of all games, the best one to handle it was funnily enough Skyforge. Man I miss that shit before it got absolutely fucked.
Because rpg magic users aren't throwing blizzards, tsunamis, tornados, or earthquakes at you. You're getting pelted with a chunk of that element, and magically burning fire is going to be way more damaging than a chunk of ice, a jet or water, or a rock.
Only thing the logically tops a fireball in that regard is a bolt of lightning, which just so happens to be Lina's ult.

Fire is garbage in any CRPG with somewhat good magic system.
Take Baldur's Gate. Tons of fire-immune enemies. Ways to make yourself fully immune to fire. Fireball is forced to compete with another magical nuke on its own spell level and loses completely. Closer to endgame there's barely any fire based abilities worth using save for the ones that straight ignore spell resistance maybe.

I'd say that's water or holy magic. "Nature" magic outside of flinging dirt usually gets ignored altogether, if anything.
It's not about what it's actually capable of, it's about whatnot represents. Where earth is typically stability, water is flexibility or flow, and air is quiet and peace, fire is fury and passion. People associate that representation with damage and violence.

Nature is almost never a healer element in any crpg magic system. It has a few healing spells but usually they aren't as good as cleric's. The main focus of druid/nature magic is raping everything with forces of nature.

Funnily, Tree of Savior (as meme of an MMO as it is) allows you to do just that in their cleric tree, with several classes in it devoted entirely to fucking shit up. Conjuring lightning, giant holy lasers and summoning torture wheels and even a holy spear of fuck you that falls from the sky.

depends on the universe, but fire is naturally the most flashy magic and tends to be favored over other elements. Plus it lends itself well to making passionate hotheads that use the magic, be they just easy to anger or tsundere as fuck.

Heat death isn't caused by absence of heat, it's caused by decay converting energy into useless heat.
It is situationally useless, it's one of the two ways to kill tross for example. But thank fucking god it's not a generic DPS element.

I'm not so sure about that. In Lightcrusader, for example, earth and wind are stronger. In Diablo and PoE it's probably lighting based spells. In FFVII the strongest elemental spell was comet I think.
When RPGs play with elements they have to toy with two factors. One is affinities and the other is added effects. Since affinities is obvious the only differentiator left is giving each element a unique effect.
I guess water is for healing, ice is for impairing movement, earth probably for defense or knocking down foes and the only thing you can really add to fire is more damage (like overtime damage or damage amplification).
Materialistic is just taking practicality and grounded realism to the negative extreme.
