It didn't sell terribly well but it also wasn't terribly costly for Naughty Dog to make. It's the shortest Uncharted game and most of the assets are recycled from Uncharted 4 and the gameplay is identical. It's essentially story DLC for Uncharted 4 that they decided to sell as a stand alone game for a discounted price (it was $35 at launch, if I recall correctly). So Naughty Dog probably still easily turned a profit from it.
