I wish it was actually like that because it would be more fun than what was advertised. Installing mods to make shouts better makes the game better by a large margin.

I played easily over 1000 hours of nothing but vanilla skyrim and never got bored. I downloaded mods when the remastered edition came out and grew bored of it very quickly. It was probably mods that ruined the game for you. Giving yourself everything you wanted with mods takes away any satisfaction aspect which is the whole point of playing a game.

Winterhold had a bunch too before the Great Collapse, while it's not states logic and the npcs in Riften show some went there too (though it's such a shithole plenty moved on).
makes sense since they're the three cities closest to the border
