I think RDR2 is the first game to achieve a good open world experience so far.

It actually felt like I was exploring a new world instead of just traveling across empty patches of nothing to get to the next mission.

Breath of the Wild; but, you could really stretch the defintion of 'open world' and include a few better games like Thief, Metroid Prime, Mario64, Link's Awakening, or Dark Souls.

Probably BoTW for the actual moment-to-moment gameplay. Made it near impossible to play other stuff without thinking how restrictive they are in their movement or exploration. Overall I think my favorite would be Morrowind or Euro Truck Simulator 2
