FF7 came out during a time of change in the video game industry, and it's hard to consider it timeless. It's a good game, don't get me wrong, but like many other "timeless" classics, it suffers from some design choices and the limitations of it's time. So does OoT, and just as bad, too.
FFVII was one of the first games with FMV cutscenes, if not the first. The art style of the game suffered from the series transition to 3D, and even at the time I thought they should have used sprites. Xenogears had the right idea in that department.
The speed of battle was noticably slower compared to FFVI, since the game suffered from some slower loading times due to the transition from 2D to 3D and cartridge to disc.
The game really isn't timeless, despite being great. It's carried by a lot of other things like quirky writing and an interesting world and set of characters.
FF7, at it's core, is an anime styled character drama with lots of focus on exploration and endgame min/max setups, and that's what people still enjoy about it today.
