With The Thing, each part is basically a whole creature onto itself and will act in self-defense independent of the main body, assuming there even is a "main body" to begin with. That's the whole point of the blood test scene: Even a drop of blood will still act like a living being and will try to defend itself when attacked. With Jenova, each part is still mentally/magically part of the main body and can be controlled by it, even when physically separated.
