For example, Cyber Valley first effect can't be negated by Skill Drain.

That (but their effect can still be activated) from skill drain is just wasted text because if you know how to play, you know that you can still activate them, is just that they are going to be negated.

Effects are negated = You can activate card effects but they would be negated.

You can't activate card effects = You can't activate shit.
